50 SENIOR CITIZENS AT OLD AGE HOME KEPT OUT OF CENSUS- SENIOR CITIZENS COMPLAIN TO SOCIAL JURIST

Subject: CENSUS OF INDIA 2011 first phase - Houselisting & Housing Census and National Population Register 1st May, 2010 to 15th June, 2010.

Dear Shri Ashok Agarwalji, Social Jurist,

Census of India – 2010 had been undertaken from April 2010, and is to be closed shortly, as learnt.

As per page 11 of the Sunday Times of India dated 06.06.2010, Census enumerators are to visit every building (home, shop, office or other premises) in the areas of MCD and Delhi Cant Board in NCT of Delhi to fill up the Houselisting and NPR forms till 15th June, 2010. If the enumerator has not yet visited any building, it may contact the Charge Officer of the particular ward as detailed in page 11 (Sunday Times of India).

Surprisingly, no NDMC’s buildings are seen in the list. Obviously, NDMC’s prominent building “Sandhya”, well displayed by big boards indicating “SANDHYA” HOME FOR SR. CITIZENS, NETAJI NAGAR, NEW DELHI – 110023, housing over fifty elderly people mostly over 70 years old, are concerned. The HOME opened in 1993 is in full swing under various Managers (residential) controlled by NDMC. All bank, PAN Cards, passports, postal transactions have been going on for so many years till now at this particular address which is “SANDHYA” HOME FOR SR. CITIZENS, NETAJI NAGAR, NEW DELHI – 110023.

So, the office of Director of Census Operation, Delhi, located at ‘C’ Wing, GF, Pushpa Bhawan, New Delhi – 110062 is contacted on 10.06.2010, from where it is learnt that Director, NDMC, is entrusted with Census of NDMC Houselisting. So, it is advised to talk to Mrs. Varsha Joshi, IAS, at Pushpa Vihar – 62, the overall in charge of Census. As informed by Mrs. Varsha Joshi, IAS, that “Sandhya is shown as an ‘Institute’ and not HOME. As such, its Census is not done as Institutes are not taken into consideration for Census. It is astonishing to know that “Sandhya” Home is not in the list.

So, we, over fifty residents of “Sandhya” Home are just denied of such golden opportunity to be able to enjoy the Unique Number as Indian citizens in the National Population Register.

I am astonished that Sh Chakrabarti has chosen to take a simple matter to the media when I have taken so much pains to explain the matter to those who have spoken to me. Sh V N Khanna, who also is a resident of Sandhya, had called me up and I had explained to him that institutions have not been taken up at this stage because of procedural reasons which are being sorted out very soon. I had also assured him that when we have our procedure sorted out I would ensure that the work in Delhi is inaugurated from Sandhya itself, just like the NPR operation for the whole country was inaugurated from Rashtrapati Bhavan. The enumerators have not ignored Sandhya; it has been recorded for the simultaneously occurring Houselisting Operation which is a preparatory stage for the actual Census head count to take place in February 2011. There is no question of not covering the residents under NPR because each and every resident of the country is being covered in it; the key word for the NPR is "inclusiveness".I am pained that my explanation has not been believed and it was felt necessary to take the matter to the press. It belies the hard work the enumerators all over the city have put in to make the NPR of Delhi a reality.
