Delhi Govt order of 15.12.2010 containing nursery admissions guidelines is simply an order having no legal sanctity and therefore, having no legal consequences.The order has been issued neither under the provisions of the RTE Act, 2009 nor under the provisions of Delhi School Education Act ,1973 nor under any law for the time being inforce. Even the order does not spells out under which provisions of law , the Delhi Govt., Directorate of Education has issued the same.
