BEWARE OF PEOPLE COLLECTING MONEY IN THE NAME OF POOR PATIENTS

All most every day receiving one or two calls from people claiming themselves as NGO and demanding donation to help a patient undergoing medical treatment in hospitals like AIIMS, Sir Ganga Ram Hospital etc. If you ask them to give the particulars and telephone number of the poor patient, they will flatly refuse to give. Innocent people are made fool by these undesirable elements. These are literally fraud people and we need to avoid them.

MORE PVT HOSPITALS IDENTIFIED FOR FREE MEDICAL TREATMENT TO EWS PATIENTS

Two more private hospitals, namely, Sita Ram Bhartiya Hospital, Qutab Institutional Area, New Delhi (7 Free-Beds) and Jivodyaya Hospital, Ashok Vihar, New Delhi (4 Free-Beds) have been identified and added to the list of 43 already identified private hospitals in Delhi those are obliged to provide totally free medical treatment to EWS patients to the extent of 10% IPD & 25% OPD. Now the list of such private hospitals in Delhi has gone to 45 (Apollo Hospital, Sarita Vihar not included). EWS patient from any part of the country is entitled to such totally free medical treatment provided its family income per month does not exceed to Rs.7020/-. No documentary proof of the income is required. Non availability of 50-60 medicines in IHBAS required for OPD patients

To The Principal Secretary (Health) Government of NCT of Delhi, Secretariat, IP Estate, New Delhi- 110002 06 July 2012 Subject- Non availability of 50-60 medicines in IHBAS required for OPD patients Dear Sir, We invite your attention to the fact that Institute of Human Behavior and Allied Sciences (IHBAS), Shahdara, Delhi, do not have the provision of 50-60 medicines required for the treatment of OPD patients since long, resulting in denial of treatment to an average of 100-150 OPD patients everyday. These medicines include CLONIL, OLANZATINE and QUPIAPIN. One of the patients namely Chandrasekhar Sharma, resident of 3/80, Geeta colony, New Delhi-110031 (Mobile- 9953772991), has given us a written complaint (attached hereto), according to which he is undergoing treatment in IHBAS since 1999 and one of the medicines usually prescribed by Hospital Doctor is CLONIL. Despite this medicine having been prescribed, it has never been made available to him by the Hospital and he is forced to purchase from the market. He is too poor to purchase any medicine. He has always been told by the Hospital that the Hospital is unable to purchase this and many other medicines due to scarcity of funds. It is submitted that Right to Health, is a Human and Fundamental Right flowing from Article 21 of Constitution of India. The State is Constitutionally obliged to provide medical facilities to people particularly to poor people, who are unable to afford money for medical treatment. It is unfortunate that the Government has failed to ensure that all the medicines are made available to the poor people suffering from medical illness. You are, therefore, requested to urgently look into this matter and take urgent steps to make available all the required medicines for all the OPD patients. DOE admission criteria circular dated 28/05/2012 uncontitutional

To, 06 July 2012 The Director of Education, Government of NCT of Delhi, Old Secretariat building, Civil lines, Delhi -110054. Subject –Withdraw DOE admission criteria circular dated 28/05/2012 in regard to admission in Class XI in Science and Commerce streams adversely affecting 26,000 students Dear Sir, We are shocked to see your admission criteria circular dated 28/05/2012 regarding admission in class XI in Govt. /Govt. aided schools in Delhi in Science and Commerce streams in the academic year 2012-13 which has resulted in depriving as many as 26,000 students of admission in these streams, though they were eligible for the same in the last year admission criteria. The said circular dated 28/05/2012 is totally arbitrary, discriminatory, unconstitutional, illegal and bad in law. The admission criteria laid down in Directorate of Education circular dated 28/05/2012 in regard to admission of students in Class XI in Science and Commerce streams is not based on any rational consideration and is contrary to the object underlying therein. Such criteria is also against public interest and opposed to public policy. The admission criteria in the year 2010-11 and 2011-12 in Class XI in Science and Commerce stream has been changed for the current year 2012-13 adversely to the interest of students and also without any valid reason. The same is also not based on any valid and rational policy decision of Government of India, Ministry of Human Resource Development. In regards to Science stream, a candidate having CGPA 6 was eligible previous year but now minimum CGPA 7 is required. In addition to CGPA difference, a student needed overall grade C1 in total and individually in subjects English, Mathematics and Science earlier, but now it is mandatory to obtain minimum grade B2 in English, Science and Mathematics individually to be eligible in Science stream. In regards to Commerce stream a candidate having CGPA 5 was eligible previous year but now as per present criteria minimum CGPA 6.6 (with mathematics) and 6 (without mathematics) is required. In addition to, CGPA difference a student needed overall grade C2 in total and individually C2 in subjects English and Social Science and C1 in Mathematics but now it is mandatory to obtain minimum grade C1 in English and Social Science and B2 in Mathematics to be eligible in Commerce stream. There is also some change in criteria for the change of Humanities stream where atleast CGPA 6 is needed to get Economics as a subject. Last year, based on the earlier admission criteria, nearly 15000 students got admission in Science stream but now, based on current revised criteria, not more than 5200 students will get admission in Science stream. Similarly, last year, based on the earlier criteria, nearly 36000 students got admission in Commerce stream but now, based on current revised criteria, not more than 20000 students will get admission in Commerce stream. It is submitted that Science stream is not available in all Government Schools. The numbers of Government Schools with Science stream have been reduced in comparison to the status of 2008-09. It appears that the Government is adhering a policy of totally eliminating Science stream in schools. The admission criteria for the 2012-13 for Commerce and Science streams is such that even formation of Sections based on the same in the schools has become difficult. It is resulting in forcing students to opt for either Humanities stream or take admission in Patrachar Vidyalaya. It appears that the intention of Government behind such arbitrary criteria is only to promote education through Patrachar Vidyalaya instead of through regular schools. The students who even get Science stream have to travel 6-8 Km distance for attending the school. Moreover, in many schools the Commerce and Science stream have been introduced only on papers and the required teachers have not been posted there. It is, therefore, requested to forthwith withdraw your admission criteria circular dated 28/05/2012 and permit students to get admission in Commerce/Science streams based on the previous criteria of 2010-11.
